פירש רש״י ואינו מקיים. ומשמע שהוא לא מקיים מצוות כלל והוא רק לומד תורה. אכן המאירי ביאר שמדובר במי שמתמיד ועוסק בתורה כל היום, ומיקל בעשיית המצוות מתוך עסקו בתורה, אפילו שכר תורה אין לו. והיינו שלא מדובר באחד שלא מקיים בכלל את המצוות, אלא שמתוך שהוא עסוק ושקוע כל כך בתורה זה גורם לו להקל בעשיית המצוות וגם בזה התחדש שאפילו שכר תורה אין לו.
In What Case Does Someone Who Does Not Fulfill the Mitzvos Receive No Reward Even for Torah Study?
Rashi explains, “and he does not fulfill them.” This implies that the person does not observe the mitzvos at all and only studies Torah.
However, the Meiri explains that this refers to someone who diligently studies and occupies himself with Torah all day, but because of his involvement in Torah, he becomes lenient in actually performing the mitzvos. Such a person does not even receive the reward for his Torah study.
In other words, this is not referring to someone who completely fails to observe the mitzvos. Rather, it refers to someone who is so occupied and immersed in Torah study that this causes him to become lax in performing the mitzvos. The novel teaching here is that even in such a case, he does not receive the reward for his Torah study.
